Deputy Director of Central Asian Institute for Strategic Studies (CISS). Until recently, he was senior researcher of Eurasian Research Institute at Ahmad Yasawi MKTU (Almaty, Kazakstan). He is a graduate of the department of international law of the University of World Economy and Diplomacy in Tashkent, Uzbekistan. He also has earned a master’s degree in policy and security from the OSCE Academy in Bishkek (Kyrgyzstan) and international regional studies at the University of Tsukuba (Japan). In 2015, he earned a PhD from Wilfrid Laurier University (Waterloo, Canada). He has been an intern at the Norwegian Institute of International Affairs (Oslo, Norway) and the Parliament of the Republic of Uzbekistan in Tashkent. His research papers are published in English and Russian both in Central Asian and in foreign publishing houses. Areas of expertise: energy security, power system control instruments, regional water-power relations, domestic and foreign policy of Central Asian states.
