Gulnur Makulbayeva is a visiting scholar at the Davis Center for Russian and Eurasian Studies, Harvard University. She graduated from Peking University in 2010 under Kazakhstan's Presidential scholarship Bolashak. She obtained her PhD degree at Nazarbayev University in
2023. Dr. Makulbayeva works as an Associate Professor at the Academy of Public Administration under the President of Kazakhstan. She works closely with Astana Civil Service Hub (UNDP) and the Parliament of Kazakhstan in training senior civil servants of Kazakhstan.
Her research interests include local governments, state-society relationships and subjective well-being of citizens.
