Violence Free Schools: A Comprehensive Plan to Protect Children from Bullying in Kazakhstan (white paper)

The publication “Schools without Violence: A Comprehensive Plan to Protect Children from Bullying and Violence in Kazakhstan” was prepared with the support of the IWPR Representative Office in Central Asia and the regional analytical platform CABAR.asia.

Ensuring children’s rights, safety, and well-being are a priority for Kazakhstan’s public policy and the education system as a whole. However, according to UNICEF, two-thirds of schoolchildren in Kazakhstan have experienced or witnessed violence or discrimination from students or teachers. In response to these challenges, the Government of Kazakhstan approved a Comprehensive Plan for the Protection of Children from Violence, Suicide Prevention, and Ensuring Their Rights and Well-Being for 2023–2025.

This white paper was prepared to analyze the effectiveness of these measures, compare Kazakhstan’s approach with international standards, and develop practical recommendations for government agencies, educational institutions, and civil society.
