He graduated from the Faculty of History, Leningrad State University. A.A. Zhdanova and full-time graduate school of the Institute of History of the USSR Academy of Sciences of the USSR in Moscow. Specialist in the field of history, political science, parliamentarism, constitutional and international law, international relations. The author of 180 scientific works, including 26 books. He worked as a rector of the Kyrgyz State Pedagogical University. I. Arabaev, deputy of the Jogorku Kenesh of the 2nd and 4th convocations, speaker of the Jogorku Kenesh of the 4th convocation.
