There have been many talks about “smart”, modern and safe city in Kyrgyzstan lately. Although Bishkek is one step closer to the overall digitalisation, the city that doesn’t have accessible environment for certain groups of people cannot be called a safe city.
Serious disease, disabilities can prevent one from arranging one’s personal life, yet they are not a critical factor in this matter. A few Kyrgyzstanis with health problems have proved it by having created good families.

The portal has been operating in the pilot mode in Aktobe region of Kazakhstan for three months. However, final recipients say the website is not functioning, while the new system is full of defects.
Kyrgyzstan has 31 thousand children with disabilities registered officially. Only one fifth of them have access to education.
